Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, expects the Parliament to endorse amendments to the election laws in part of a mixed majority-proportional electoral system.
"I expect 240 votes," V.Lytvyn stated.
However, the Head of the Parliament believes that this move will meet the problem only halfway, as in this case the authorities "will assume half of the responsibility, dividing the deputies into two groups: one group will remain in the parties, while the other will apply themselves in the districts."
V.Lytvyn considers the majority system with the nomination by party lists to be most appropriate to foster political structuring. The Head of the Parliament deems necessary to introduce the mechanism of deputies´ responsibility before the voters, including a simplified procedure of recalling a deputy.
"We should tackle this issue," he summed up.
